Nah, his influence surpassed Dragon's but he's still literally in an organisation below Dragon.
Dragon has monikers like World's Worst Criminal and World's Most Dangerous Man, he still started and leads this group that's been facing the World Government for decades and seems to be the main dude coming up/deciding on plans. Sabo and all the other Revolutionaries take orders from Dragon the Revolutionary and Sabo, as a figure, being more influential than Dragon doesn't necessitate a higher bounty when Dragon's still his superior. Strength would probably also come into play but Dragon still hasn't shown his stuff yet so I'll wait in that regard.
It's still massive hype to gain more influence following the Reverie though some of it seems to be due to the assassination which I doubt Sabo committed.
