Questions & Mysteries Will Sanji attack Hawkins if he has inoccent "MAN" hostage?

We've seen devil fruit users sink like anchors, completely helpless and unable to use their powers in the water, Luffy has needed saving multiple times. Sugar only needed to be knocked out for her devil fruit to lose it's affect on others, no reason to believe Hawkins ability doesn't work the same. The only answer to this hypothetical is for Sanji to do this.
They just can’t move I’m water. They lose their strength not their ability. Death doesn’t even stop certain fruits like Boas for example. Sanji is just hard countered here. Oda made him to chivalrous lol.

The affect is dependent on the amount submerged, Oda already clarified this in an SBS. In my hypothetical Hawkins is sinking into the sea, thus he passes out, thus his devil fruit may become ineffective to others similar to Sugars. Again I'm providing a rational answer to this hypothetical. I also believe that only physical damage applies to this power, I don't think a lack of oxygen is a transferrable form of physical damage.

Without prep, Sanji blitz and one shots Hawkins. With prep, Sanji obviously won't hurt an innocent man or woman so he would find a way to counter his ability since Sanji is smart to fight against hax users as long as he has intels.
