I know he can likely inflict some minor damage, unless Kaido was shown to be totally immune to fire, which I do not think is the case.

Of course there's a difference between damaging consistently and leaving scratches like the Scabbards or similar types of messing such as using elemental damage.

Maybe, depending on that Toki's prophecy of the 9 people (SN in Wano + Sanji = 9 ).

But at first is a no, since the main fight would be the trio of Captains vs Kaido, the little/initial skirmish was this one we got these last chapters and Sanji's opportunity was there but Oda wanted the Supernova vs Yonko title chapters so it couldn't be given.
The last "hope" (personally I couldn't care less about seeing Sanji hitting a sandbag like the other SN) is Toki's prediction.
