You could argue that Sanji do not consider as a woman or you could also argue that he is not kicking here, but simply preventing a kick from reaching Reiju. But I do agree that it is strange.

This is the one (and perhaps only) moment where the ethics of Zeff were surpassed by the ethics the safety of his sister.. Sanji's inability to kick women is based on the notion of preventing any arm. (because of his mother). In this case, he knew that pushing a kick toward big mom would not have harmed her in any way.

So you could say that this is what he thought was necessary. Zeff would have probably tell him to act at this moment.
