Both of them are narratively prominent Marine characters.
We haven't seen Smoker since a lot of time and the strange thing is that we recently saw Tashigi twice:
In both cases Smoker was nowhere to be seen. And we can assume that him and Tashigi successfully met Vegapunk after Punk Hazard, seen how the kids are now under medication...
Fullalead was also a good possibility for Smoker to meet Kuzan, seen how close they are, but instead he was kept hidden. There MUST be a reason for it.
Drake was last seen badly injured under the ruins of Onigashima, next to a dying Hawkins, and has been MIA since then as his subordinate Grus specified.
He is also the first Marine that has ever shown knowledge of Vegapunk's work, since before the Time Skip, and his thoughts suggest that he could know Vegapunk on a more personal level...
So we recently had on-screen action of all the subordinates of these 2 (Coby, Grus, Tashigi...) but none from the very leaders.
Both of them are rebellius Marines.
Both of them know Vegapunk.
Both of them had direct interaction with an Admiral.
Both their location/status are nor specified at the moment.
I think at least one of the 2 will soon show up on Egghead, if not both.

- At G-14 Naval Base, before SWORD attempt of rescuing Coby
- In Fullalead Island, during the actual operation leaded by Garp
