If they just lock her away there's no guaranteed she'd cooperate with them and they can't exactly threaten her with do this or we'll kill you because that defeat the purpose of keeping her alive in the first place which was to use her knowledge and experience as a vegapunk to make and maintain more of the mother flame fuel source

She's smart enough to know she holds all the cards, hurting her or killing her in anyway wouldn't make her wanna work with them in fact if they do that she'd be more likely to turn against them
The Gorosei's best option in this situation is to make her think she's in control when in fact they're controlling her with fake promises
But just straight up torture is useless especially when she's willing to share her knowledge with them in the first place
I probably thought they were tricking her and were planning on killing her. Now, I'm torn between thinking they will honor her request, or they'll enslave her because she's the last Vegapunk.
