No, the stronger character can lose to a weaker character through matchup/circumstance
It’s not match up / circumstances when Luffy has a time limit that is rightfully exploited by all his opponents and let him at risk

it’s part of his weaknesses and as such part of his power level

if would have been match up if only one opponent could have done that

But all his opponents did that, all could do it, and all the guys in his tier could exploit that weakness too

Exploiting a weakness doesn't make a character stronger, and no, not every character can do it, Oda specifically puts Luffy up against characters that can do it.
 
Sanji will surpass the yonko EOS. That’s just clear at this point in the story since Gabans introduction as a character comparable to Rayleigh (who are both canonically > Oden)

You need to worry more about Usopp getting it.
Gaban is not canonically stronger than Oden. Not even Rayleigh is "canonically" stronger than Oden.

You can think Gaban is stronger than Oden, but you can't lord it as fact.

Both are. Literally stated that among the Roger Pirates there were two who were “especially strong besides Roger himself”

And since Oden was introduced to us as a Roger Pirate, of course he’s included in this quote. But the two being referred to are Gaban and Rayleigh.

Literally the most straightforward way oda could possibly have told us this

Having a blatant weakness makes you weaker for sure

And it’s not a secret weakness or something like that. Luffy is just under a time limit.

And all serious opponents (YC/high tiers) can exploit that time limit somewhat.

All the YC/High tiers were much stronger than G2/3 forcing him to use G4 quickly and Luffy couldn’t use that mode long enough to finish them in one round.

Making him weaker than them overall.

Doffy could outlast, Cracker could outlast. Kata could outlast. Queen and Jack are Zoan monsters and could likely outlast and even more Queen with invisibility. Jozu can very likely outlast with strength and durability etc etc etc (obviously Marco/King too)

Stated by ex-marine giants who would logically have no idea Oden was part of the Roger Pirates and have absolutely no idea how strong Oden was when he died, seeing as Oden didn't even have ACoC when he was a WB pirate.

Furthermore, the marines believe Oden was only a WB commander and again, these giants were ex-marines trapped at Enies Lobby for decades.

So no, Oden is not included in this statement and there is zero evidence suggesting he is. Furthermore, even if he was (he isn't), it would be referring to when he was a pirate, not when he was in his prime. You can choose to think Gaban > Oden, but that's your opinion and cannot be presented as fact.

Its a well known fact to us that Oden was a Roger Pirate, if Oda wanted us to think Oden wasn’t included, the straw hats namely Usopp who interjected about Rayleigh, would’ve mentioned odens name.

The marines were well aware that Oden was a Roger Pirate. Sengoku legit says it.

Best part is I don't even need to get into mental gymnastics regarding what Oimo may or may not have known because he certainly doesn't know how strong prime Oden is.

So if you want to claim Gaban > Oden while they were Roger Pirates then feel free, but claiming Gaban > Prime Oden is a lot more debatable, simple as that.

And again, the Marines knew Oden was a Roger Pirate. Your claim is that oda is purposefully lying for zero reason which is a straight up silly take.

It’s clear what that speech was saying:
Roger Rayleigh and Gaban > Any Roger Pirate and yes that includes oden.
