I think it makes sense since Luffy will recruit Lucci to his alliance and narrative whatever, its not a powerscaling stuff at all.

Seraphims are basically just a kid, Oda had put up with stupid plot that SHP cant kill/hurt a kid...

That means they need cold blooded assassins like CP0 do their dirty work

Lucci is pretty strong, but the gap between a yonko(Luffy) and someone who caps around YC1(like Awakened Lucci) is very big.
