Rocks didn't have any wings( I anyway consider this wings concept super cringe).
He didn't trust his crew and didn't value them enough. He tells them quite clearly that if they don't believe in his vision they are free to leave. It is quite clear he doesn't value them as Luffy or kid or roger values their crew.
To understand rocks you have to see the first big chapter he was truly in. He alone invaded the holy land, alone did the kidnapping of kings, alone killed an admiral, alone met imu and threatened him then clashed with harald and escaped along with him( this was the first time he joined hands with someone). He understood he can't conquer the world alone. Does not matter how great he is. He can't deal with the whole world all alone. That is the reason he started targeting strong people to join his crew giving them economic insentive to stick with him. You help me out and I help you out in return. It was more of a mutually beneficial alliance rather then a heart to heart friendship.
The thing is none of his crew ever liked him. As we saw they claim in the past that even if he died they won't give a shit. And rocks did not fight back on that notion either. He knows were they stand, they know were he is standing. He doesn't share his past with them. He doesn't share his family story them. He does not share any secrets with them. They in turn don't do it with him. He shares all this with harald(who he considers his equal and a friend).
