Gorosei need to be shown as true threats to me.

Kizaru and Akainu treat these guys with a high level of respect. The greatest authority in the World Government actually needs to be the greatest authority.

Tension will be real low if Saturn and Kizaru are easily taken care of, going forward.

Considering Teach and Admirals are the only notable threats left in a sea full of Nika cum drinkers, yes there's a desperate need for more capable antagonists that can increase the level cap. Especially with CP0 turning out to be shit + Shanks, Mihawk and Dragon remaining against the World Government.
