Vergo, Monet and Pedro have been dead. Oda kinda did fine killing them but his habit of bringing characters back led some readers to believe these ones would come back too but Vergo and Doffy had a last minute scene to give closure to him and Pedro's sacrifice was highlighted when Sanji and Carrot talked about and this arc when Carrot faced Perospero and Luffy was facing Kaido. I think Oda did a pretty good job of dealing with them but I can understand people still expecting them to pop back up like Pound (though most of them predate Pound so it was kinda unlikely for a while).
