Thing is that Sanji specifically said that by combining his CoA and Exo, he managed to use IJ.

He needed the Exo so he can withstand hotter flames. Either that or like @Swordtaker said, he can still use IJ without the Exo but in exchange, his legs will get severely burned by his own flames.

15 years later and still behind paper wall sama, at this rate I don't think our boy is going to be feared by anyone stronger than Vergo.
