gorosei are 5 and they already proved being at another level from the admirals ( akainu is not an exception cuz = aokiji + why not = kizaru too like portrayed, stop putting him apart )
+ garling and the holy knight seem to be a bigger fighting group who got sent even to fight roger and rocks pirates
+ Imu an old empire fighter who can play in the same stadium as the biggest ones like roger xebec and joyboy
+ other elements we dont know of

Garling and the holy knights didn´t go fight roger and rocks. They were at the island hunting when Rocks attacked. We don´t even know if they did anything important in god valley, though I guess people assume that Garling scarred Whitebeard. Imu is not going to want to leave his throne room to fight admirals. Plus, if the WG just decided to kill the admirals, most navy soldiers would start fearing the WG and it could only lead to more people sympathizing with the revolutionaries

it started by the succession of failures they had since marineford:
- surrendering to shanks demands + marineford destruction
- losing aokiji who prefer to serve teach over serving akainu
- failing to capture the shishi when the wordlord system abolished
- greenbull ridiculous fail
- kizaru who got literally played with and replaced by saturn who proved being far stronger

They do though. They do not just tolerate pirates, they sanctioned them for the longest time.

Admirals are keeping themselves in check. There would have to be a mutiny by at least 3 of them at the same time which is extremely unlikely.
Gorosei are way overhyped after EH.

No shit, but the problem is it's not a good idea to kill off the Admirals unless they're absolutely no good to them anymore.
The Goroseis have always been politicians first, it took Saturn 39 years to go back down to the surface and actually fight, for example. The Admirals are the ones that actually get their hands dirty usually.
They need the Admirals to help keep up certain facades and propaganda as well as keep a good amount of pirates in check.

If the 4 admirals turned the first this to go would be Maines hq. Then the gorosei who have to get the report by then the marines and maybe some cp agents might have tried to stop them. Then before the gorosei go to actually stop them multiple agencies would have already tried. It isn't like the gorosei just show up. They are mostly last to every and rely on the branches of the wg to do thier jobs. If gorosei were front and center we would even have yonko as they'd go and take them out when they started. They can go and fight they yonko rn with the admirals and take out yonko after yonko but don't. So yea they'd be last on the scene with the admirals doing alot of damage before they went down.
