The wardens are his minions, but I'm 99% they're unwitting minions. He wants them to kill themselves because it will free him when they're all gone - canonically this holds up as well. The wording of conqs pm and nature of his abilities lends credibility to this as well. The wardens are all good guys, just corrupted and/or mindcontrolled
