Big Mom was the one threatening anyone who doesn't respond to her invite; it was even described gruesomely. They would receive a box with the heads of their relatives in it.
Germa never threatened anyone lol even the handcuffs plot was a fake.

Just to clear things up:

Oda actually really brought it up during the WCI arc, that somehow Germa were the ones threatening Baratie and not BM (when Reiju talked to Sanji and explained this to him).

Yep, it's definitely inconsistent writing, but it's there in the story.
