If Kyou avoids Houken then she tears apart the Houken Army. If Houken locks blades with her, then he wins.

I am going to vote for Kyou regardless because these are ultimately Army matchups and Houken isn't really a General. It is more interesting to compare Kyou to other Generals than Houken to other fighters.
