Hawkins like most people who are not fighting themselves directly should be a nod below everyone in CQC skills and H2H

Hawkins is used to tank blows knowing he wouldn’t die (his puppets) and use his different tools and puppets to fight

So yeah Luffy DF is good but Luffy is a far better fighter than Hawkins

Suna Suna Apoo is a bigger threat and more global. And he is more sneaky as a fighter.

EL Rob Lucci can blitz and kill/KO Bellamy instantly while MF Luffy with Gura can stall or beat Brook

Hawkins should be completely immune to Luffy due to Luffy having no haki and Hawkins being made of rubber so its like Luffy doesnte exist for him.

Luffy needs haki (idk if Gura can hurt rubber) for Hawkins and I think Apoo with Crocs fruit and Tier 4 Haki can deal with Hawkins.

Basically
Luffy > Bellamy
Lucci > Brook
Apoo > Hawkins

It all depends on what devil fruit proficiency means, if Hawkins is skilled enough to use something like G4 he can almost solo.

Yeah they have Hawkins with haki tier 4 and Nika, but my Luffy easily shots Bellamy then uses heartquakes against Hawkins to support Apoo.

and Brook will have to fight end of Time skip Gura Luffy and Dino Lucci

and Apoo is by a good margin the biggest threat here. AdCOO + logia is a nasty combo

Since Hawkins has ACoA and barrier Haki Appos fruit doesnt matter much to him.

Luffy has no haki, belammy transforms into a sharp object or a nail gun and transforms Luffy into swiss cheese.

Luffy is pre skip not end of time skip.
