I think that character-wise having CoC would make total sense for Croco. He pretty much fits the bill in almost every way.
Also, a lot of ex-Warlords have it: Dofla, Boa, almost certain Mihawk and BN, so why not? It wouldn't be the first sort of retcon or the first character that has it, but has never shown it (Sengoku for example, or Garp for another almost certain example).
