Speculations Would Wano's borders already have been opened if Oden accepted Rayleigh's help?

Imho, the question is not about whether Ray-Oden partnership would topple Kaido and Orochi.
It's very certain they would!!
The question is whether political situation will be conducive after that.
With Orochi's propaganda and now Oden bring outsider to cause a war in Wano, it is not as easy as to say,
"Hey! I've beaten the villain. This is Rayleigh, a pirate and one of my friends. We will open Wano border for outsider."
Wano has hundreds years of tradition to close the border. Hundreds years!
Even Orochi has doing misdeeds during his several years reign, opening Wano's border doesn't guarantee Orochi case won't happen.
In fact, it may seems unrelated. It would even raise supsicious for Oden's motive and raise fear whether Wano's would become slave for outsider.
Remember that eventhough Oden is Shogun's Son, he has bad reputation in Wano's citizen mind as trouble maker (causing destruction in capital, kidnapping girl and live freely with them, etc). Even in Kuri, Toki and Scabbards need to assure they people and say good things about Oden while he's doing his adventure with Roger to make sure his people doesn't has bad opinion about him.
How come, Oden, now after his adventure with pirates come back to Wano and topple legitimate leader and Shogun (at least this is what people know) with his pirate friends and try to break hundreds years tradition?
Oden was only admired by Wano citizen after 5 years he spend with them after his adventure and what he has done for them in certain periods of time (including not causing any trouble).
Heck! Even his name still be remembered because how prolonged Orochi has reign and how harsh he treat his people.
If Orochi doesn't reign that long and his successors doing good, Wano's people may not remember Oden as they are today.
They even won't have any thought for opening Wano's border.
