General & Others Xebec was 1st top tier since Joy Boy & Ryuma days

Also Giant pirates were causing havoc even before xebec was around. Not sure where to rate dorry and borgy ?

Why would celestial dragons need Garp + Roger(neither were admiral lvl at da time) to save them from Xebec unless the previous admirals were not top tiers. Why was Xebec considered unstoppable if Garp & Roger(not in their prime) defeated his crew, this implies OP world had no top tiers at da time.

Also, how can Wano be unconquerable by marines or Pirates if the world was as strong as it is nowadays.

The point of Roger's last speech was to attract everyone to New World & make the pirates more powerful than ever, till someone topples WG.

Anyways, I think the whole idea of "top tier" is dependant on the average power level of the rest of people, so if the world was overall weaker back then (just like Luffy and Blackbeard, maybe Sakazuki, will likely become more powerful than anything ever seen) then maybe Xebec was the first top tier ever according to current Era's standards. But I personally disagree, I don't share your point of view and I think that Carmel lecturing Linlin as a potential admiral might point to "top tiers" being a thing already back then.

We know he wasn't in his prime while facing Xebec because we know Roger and Whitebeard ended up having the highest recorded bounties

that only means that their threat to the government peaker later, not their power.
the government fears knowledge more than strength.

until we got more information on how the battle went there is not much to go by.
I believe Xebec aswell as Roger and Garp were top tiers or at least very close at that time. WB, Shiki and the rest of the bunch only got there afterwards.
as I am not a specialist in OP timeline that assumption my be utter nonsense though.

And they needed both because Rocks had WB, Kaido, BM, Shiki and the rest + most likely a strong ass army
