This is a decision that Shueisha is itself involved in, since there's merch, games, anime/movies, etc... and a whole bunch of other shit involved. Oda probably got in a room with his editors and discussed it and cut her off.

No, I think Oda is making nakam decisions based on HIS OWN powerscaling… He chose to make Yamato more impressive than ever YC1 character by making her fight with Kaido way more impressive than either Marco vs Big mom or Act1 Luffy vs Kaido
Oda knows that Yonko can easily dispatch YC2 characters and he made Yamato provably BETTER than any YC1 when she fought Kaido… And so he knows neither Zoro nor Sanji have feats on par with this portrayal he himself gave her so… She ain’t joining

Well have you noticed how Robin, Franky and Jimbei all looked stronger than Zoro and Sanji before joining and then immediately were shown to be weaker once they joined?
well would you look at that, Yamato was clearly stronger than both of them and now SHE IS NOT joining until Both Zoro and Sanji are above her

Her performance against Kaido is above anything a YC1 can do… So…
