Kaido knows how the ability works and if she has potential she can use it, he already had enough faith in her to run an entire pirate country...

Someone like Kaido that values strength above all wouldn't aim to give Yamato such a postion if she wasn't strong enough.

- Kata (or any of big mom children's) can come close
- Shanks didn't surpass his dad (if his dad is Xebec)
