We don't know Luffy's answer but a promise made by Ace is something that Luffy is likely to uphold. He's fought alongside her long enough that he knows what kind of person she is. I don't see any reason why he would object.

It's not like she hasn't checked off any of the boxes when it comes to things a Straw hat recruit should have.

A expected, Kaido related will make her bounty goes high out of nowhere.

If she said that her name is Oden. Then, she will join 100%. But She didnt say it. So it is still not a sure as she has 2 contrary story', 1st is wanting to go to the sea, but 2nd is her DF job to be Wano Guardian.

Except her 'wano guardian' is to show the world that there are strong people from Wano, e g. Yamato. while she is being SH. So she is still guarding Wano from 'outside' / being outside of Wano.

She's not joining
Her role is to be Wano guardian, serve as Momo's strongest bodyguard

She is Kaido's daughter and will usually introduced herself like that
