The issue with current luffy imo is G5 time limit. Bajrung Gun aside it does seems luffy is lacking for now. Kaido at the end was overwhelming G5 luffy , shanks's Haki was compared to joyboy and Old healthy WB had WSM title.

Big mom does seems to be an exception in this case. Simply shows how bad oda treated her.
