My only issue with this theory is that it implies too many characters would know about the existence of Imu. If Big Mom knew about Imu, does like, fucking Katakuri and pudding? Probably not, but it opens up the possibility, which is imo an issue
The world believes Garp killed him because that is the told story, the fact that Roger was involved is hidden. Garp is a part of the Marines and the Marines are a part of the World Government, there is no inconsistency here.
Garp doesn't talk about the God Valley incident because he protected Celestial Dragons and teamed up with Roger... the manga literally tells us this.
Exactly and imo is probably the first time he’s heard about them doing slave hunting,this prob made him traumatized enough to not even want to talk snout it because it’s so horrible.

oh lord, doesnt matter that he hates celestial dragon and didnt become admiral to avoid receive orders from celestial dragons. He still would be recognized by everyone as a hero because he protected the people who rules the world. there's no reason to hide that information to the public
Oda is the master of clues. And this time is no different — Oda tells us through Loki that the one who killed Xebec wasn't Roger, nor Garp. It was the World Government. And no, it wasn't Garling or Saturn who killed Xebec. It was someone else.

Imu entered the body of the Manmayer's Holy Knight girl, in the same way he entered Gunko's body. Both are Manmayer btw.
I think that if Imu killed Xebec directly through a host body it would be fine. What I want to know is who is still alive today that knows this information. Dragon and his subordinates, maybe specific holy knights? Who else is old enough to remember or was passed down this information about this event first hand? It has to be a character or group that Oda has shown us for awhile now, otherwise the reveal won't feel as poignant.

I don't remember him being embarrassed by it but Oda portrayed how Garp gave 0 fucks to Xebec and only cared about Roger. And most likely no marines knows about Imu otherwise he wouldn't be hiding himself.
