That's probably because we've seen Kidd, Law and Teach grow in both power and fame over the course of the story along with Luffy, while Kaido's much more stagnant in terms of growth, he isn't part of the New Generation so it makes sense

Could have been Kidd, wish it was Kidd for a bit longer till Luffy created distance at the end, but it was never meant to be anyone other than Teach at the end of the day. Law's the best character out of the bunch but not the best rival.
Kaidou is just one of the stepping stones for Luffy, the lack of buildup with Luffy makes his "rivalry" fall flat.

Law is a natural rival of Luffy since he's about control and Luffy is all about freedom. It just makes sense. But they also make a great odd couple and complement the other as allies and D.s. Kid is a natural rival, as well.
Blackbeard is a good villain, I don't think of him as a rival really, though. Archenemy more so.
Kaido's turning out to be an ultimate tsundere villain very impressed and infatuated with Luffy but pride won't admit it unless he's in his drunken state

Tho Teach brought us the most terror and suspense about himself so far that there is no doubt on that who is here the best one plus they were rivals since Jaya 
Kid and Law are his frenemies cheerleaders and Kaido is no match in here when it comes to the character building cuz he basically just is right now long range enemy Crocodile wannabe
