When I think about it, it honestly might be.
Enies Lobby had superior fights and character development but Skypiea mogs it in terms of lore and worldbuilding plus Enel > Lucci (in terms of character, not just power level though he obviously does beat him since Lucci had no Haki lol)

In OP there are no well-written or developed characters. It's the biggest problem Oda has. And since Nika's appearance it's even worse, since he only develops and provides screentime for the white jester.
