RHM need not be the Second Strongest nor the VC though.

In the case of Rayleigh/Benn/Zoro it just so happens that all 3 are the same person.

Katakuri is the second strongest but isnt the RHM or VC.

Marco/King are Second Strongest/RHM but not VC.

Shiryu or Kuzan can be the second strongest, but Burgess seems like the RHM of Teach since he's been around since the early days and is likely the most loyal follower of Teach.
