If he's a 99% for Hisoka then he's almost his equal

Illumi is a 95 to Hisoka's 100, so the difference between them is very small/marginal (5%). Hisoka should be top-level amongst the troupe, so it speaks very highly of Ilumi to be so close to him.
Lowkey has a good matchup against Feitan, he doesn't need to inflict lots of damage for a win, all he needs is to stick a needle in him. Would struggle more with Uvo, but it's not like he doesn't have the same win condition here.

Roughly, yet:
Zeno and Silva are comparable to Chrollo so superior than the other spiders.
Killua would be.. an average spider, if you give him plot armor then he can probably even extreme diff a strong one (the combat oriented ones I mean). Also it would depend a lot on the set up of the fight.
Illumi would be a strong spider at least, he is comparable to Hisoka who fought with Chrollo (even if he was toyed with in the end).
Kalluto is the weakest spider.
Milluki can probably be a strong support from the shadows (maybe, somehow) otherwise I don't think he would last more than some seconds in a close fight.
Gotoh is maybe a strong nen user but nowhere near the strength of a Spider or a Zoldyck, Hisoka made short work of him.
Tsubone is probably quite a lot stronger than Gotoh yet I doubt she can confront with a Spider, she can be support maybe.
Amane is weaker and more naive than Gotoh, she is still too young.
Yet the spiders should be overall stronger even if not by much, then it is to note that their teamwork would for sure be better than the Zoldyck teamwork (maybe only Zeno, Silva and Illumi teamwork can compare but the others have too less knowledge about eachother fighting style and/or are also more inexperienced in general).
