I don't get why you think Akainu cares so much about fodder Marines when he literally killed one for trying to leave, did a big meteor shower that could easily put his own men in danger, and made them continue fighting even though both Ace and Whitebeard were dead (which is something Koby called him out for, and Akainu was even going to murder Koby for speaking up against him).
And it's not even about getting him first aid or what ever, it's just about honor. He specifically attacked him while he was having a heart attack. Not before or after it.
Plus Zoro didn't even really do anything to Loki. He just wanted to test if he was faking his wounds or not, because the entire fucking nation was telling him that he's not a trustworthy guy and that he's also freakishly strong. Even if we're purely talking about the attack he did, all he did was a basic kick with no Haki.

Him using one long ranged attack in an entire war doesn´t mean much, since other characters were spamming those. WB did a tsunami and Jozu threw that huge ice at the platform, and if it weren´t for Kuzan and even Akainu Ace may have been killed. Akainu didn´t ¨make¨ anyone keep fighting, there were more pirates who invaded marineford after Ace died. Why should the marines just let them go? The zoro think is objectively funny and Oda drew luffy reacting for a reason. Doing Whataboutism about a war is objectively stupid
