I think we found reason for Zoro and Sanji bounties to surpass 1.5 billion.

Luffy - Defeating Kaido - Bounty should be > 3 billion
Zoro - Defeating King then stopping CP0 from taking wano as territory - Bounty should be ~ 1.8
Sanji - Defeating Queen then stopping CP0 from taking Robin - Bounty should be > 1.7 but < 1.8 (unless CP0 sent someone like Magellan or an admiral to take Robin then could be more)

Zoro and Sanji ain't getting anything above 1.5 billion, that won't shock anyone because it won't happen. Actually I would have expected up to 1.5B after the blackbeard pirate battle, but getting that now won't be undeserved.

Luffy is different coz even the cp0 know Kaido was running a gauntlet for anyone interested. Meanwhile they are fully aware Franky, Jinbei, Robin Zoro and Sanji straight up defeated their opponents in cleanish 1v1s for a war scenario.

does it even matter?
and does it make Inuarashi bounty (if he ever got one) to be more than Jack? since we can asume that both is balance for not having cleanish fight.

Wouldn't be surprised if both Inu and Neko also got wanted posters after Wano. Both could even go above above Jack if the WG learns they are the guardians of the last road Poneglyph tbh.

I still defend my vision that Zoro's bounty always surpasses Luffy's benchmark.

If Luffy first bounty is 30M, Zoro gets 60.
If Luffy breaks the 100M at exactly 100M, Zoro gets 120M later.
If Luffy reaches 300M, Zoro gets 320M later.
If Luffy gets 1.5B, Zoro's bounty will slightly surpass it.
