Nope Roger is within characters that are considered swordsmen with no df as confirmed recently thus destined to be surpassed by Zoro
Zoro aims to become the greatest swordsman ever, Ryuma Mihawk Roger he will be greater them all that is Zoro dream from the beginning of the series. You can't suddenly start changing the story to cater to your insecurities, you think Oda couldn't easily have given Roger a df to avoid all this if that is what he really intended.
