When Zoro had a far greater bounty than Sanji (60 000 000 to 0, 120 000 000 to 77 000 000, 320 000 000 to 177 000 000), which happened for most the manga, that didn't mean shit, obviously
When Sanji's bounty was increased only because of Judge's schemes and because his Vinsmoke affiliation (not because of his strength, even Sanji admitted that in the manga), and reached and even barely surpassed Zoro's one... then "very coincidentally" suddenly bounties absolutely mean strength

Hey this is zolos arc, he was supposed to do more than Sanji and he did, Sanji also got the warrior of science and Luffy warrior of liberation Nika in comparison, no biggie tho, I dont rly care about the double spread of luffy zolo, it was meant to happen in zolos arc, it was a good recovery for both, luffy was by far the superstar tho.
Post TS Sanji is really a trash before his daddy came to save and gave him all the luxuries.
Didn't get 1 vs 1 in FI, almost dying to nosebleed gag, leg broken by non FBH / non bamboo Vergo neg diffed by Doffy, kidnapped by Bege, jobbed to Judge and Niji, mocked by Yuen, ran away from Page One, captured by Black Maria, didn't have AP to KO Queen.
He is an absolute trash without daddy's help, and couldn't compete with New World standard. He was like Smoker, used to be cool pre TS but became fodder post TS.

Anybody who supported pre exo Sanji > Jinbe has no right to talk about OP anymore.

Zoro and Luffy will always have duo parallel because they literally are a duo. They've had it the entire series as Captain and RHM.
Just like how no matter what Zoro and Sanji will always have duo moments because they represent two most significant pillars/wings for crew.
That's m3 dynamic oda pushes literally every single fucking arc. Luffy/Zoro and Zoro/Sanji are two most prevalent duos across entire series. Other pairs are situational. Though Luffy/Zoro as duo have more narrative world presence in relevance to story as every rival side characters mimic them and the entire WG/CoC impact. But that's just running theme of leader/FM in series
