The only way I see Zoro vs Shamrock, is if Garling come in person to Elbaph, or Loki is the main villain.

It will be like Egghead, first Luffy will fight Shamrock/Lucci

Then, Someone stronger came (Kizaru/Saturn - Loki/Garling) and fight Luffy. And Zoro takes on the 2nd stronger (Shamrock).

When dragon talked about holy knights it showed only shamrock etc and not garling who s above them
Its clear someone became the new supreme commander. Maybe from old garling squad
