because a number isn't nothing you need to compare it with something. In these case kidd didn't defeat shichi, famous piratehunter or strong marine but his bounty was above 300 millions

The thing is that we don't know who Kidd defeats during those years. He could have destroy Marine bases and killing civilians and got a high bounty. Nothing new.
