That's the wrong way to look at it. A serious Zoro can, in fact, beat Lucci and Kaku in a fight unless the duo exceeds the wildest of our expectations of how strong they've gotten. But that's not how fights are written in OP. Hawkins was essentially foddered to Zoro during Wano but Oda somehow made it look like he struggled when they clashed. Zoro couldn't get past Kyoshiro in a very serious situation while the same Zoro went on to outperform the Scabbards when going all out.
So if Zoro is to fight Lucci and Kaku right after their introduction, they won't lose because they're not reintroduced to be hype tools for Zoro. On the other hand, Oda may use Zoro as a hype tool to hype the reintroduced characters and Zoro may take an L in the process.
