That’s because Chopper carries his will, despite the 2 not being all that similar outside of being doctors. Heck, Hiluluk and Chopper’s proficiency in the medical fields are night and day, but it doesn’t keep Chopper from being the one who carries his will.
Another interesting observation from the chapter in which Zoro received Enma was during the flashback of 953, Kawamatsu pleaded the importance of katanas harbouring the wills of their passed away wielders, and it was key for those wills to carry on. As if a deliberate connection is being formed between that flashback and Zoro’s obtainment of Enma.
It isn’t just a simple power up, it’s Zoro being entrusted with the hopes and dreams of Kozuki Oden and Wano’s future as a whole. This will likely be emphasized during the current flashback.
