Just below Admiral level, to date only characters of Admiral or Yonko tier have negged commander level chars or made them run away. Magellan negged BB and crew, he made everyone like Croc, Iva and Jinbe runaway. Iva also got negged when he tried to fight.
Magellan suffers from his goofy character and pre ts Luffy feats but the same Luffy also has feats against BB and Sengoku etc. yet they dont get downplayed like .

I think Magellan would get a 2 billion bounty if he had one. Or at least one onpar with Hancock/Croc.

Bounties can be misleading, i think he is above Croc and Hancock. But then King and Marco are above Croc and Boa imo and they have smaller bounties

So, in the books there's actually another Jaime line that goes kinda like: "Arthur would have beaten him...but only if he had Dawn". That's what Jaime thinks.

It does once again put great hype on Arthur but it's interesting just how highly Jaime values his pure fighting prowess.

I genuinely think Prime Shiki might have been stronger than any living character that showed up before Imu did(comparing him to Oldbeard, not Primebeard)

honestly I know I've said i'm unsure about Garp vs Kaido, but there's nothing preventing Garp from being above even WB depending how God Valley went.

I just find it weird to compute Garp>Shiki after Shiki lost in a 1v2.

what do you think the old Kurozumi's connection to Shiki was?

Possible old kurozumi was also a part of rocks for small period of time. Otherwise no idea when they interacted.

i've heard speculation that Shiki was from Wano.. That's possible since we don't know his birthplace but I doubt Oda wouldn't have had Kaido or Sengoku mention it
