I don't think any of the Yonko Commanders and Veterans from the Beast Pirates and Big Mom Pirates have been allowed to their full potential, neither with their devil fruits nor with haki, save perhaps for Katakuri, with Smoothie and Compote not even being shown in battle and none of the Flying Six and their BMP counterpart showing haki.

The plot was just too strong against them, while the Straw Hats + allies were favored and protected too much by it.

Yes, plot power reigns supreme. What is even worse is that actually Oda could have taken 2 birds with one stone by making the flying6/veterans go all out vs SHs that actually had something to show haki wise and not just Usopp unlocking coo and then never ever talk about haki among weaker SHs and so having a laughable yonko crew.

Plus the Flying Six could have shown that much like Chopper they are more than just one hybrid form and switch them in function of their opponents in battle. Oda even said that Black Maria and Jack used a drug to have their ugly alternative hybrid forms but missed the opportunity to dig deeper that vein. While Kaido and the Calamities should also have had zoan awakening.
