I think your spot on that the rest of the Twenty Kings will appear in some form. My original theory was that Imu has access to all of their powers somehow and that he can lend them to the Gorosei(so Warcury has the same power that the original Warcury king did) but I think that makes Blackbeard less unique

BB is the darkness that consumes all powers, because all powers belonged to it. He is a cosmic horror entity. Nika's fruit was the first power to detach from the primordial Darkness and "work" with humans. IMU is a little devil/imp who can summon powers directly from this darkness (the abyss) bypassing the need of a fruit. He can "contract" the powers to his own men in exhange for loyalty/lifeforce.
Admiral fans be like "Rayleigh was gonna team up with Gaban to beat Oden's ass so clearly Oden > Prime Rayleigh"

I liked Wano overall before that stupid Udon and Oden's stuff and before the horrible raid of Onigashima, after that it turned sour; the Marine team going to Beehive to rescue Koby with some promising young marines, even though once again Tashigi was reduced to just a witness, Garp's confrontation with the BBP and Kuzan, and some lore discoveries at Egghead and in Elbaf, Kuma vs Akainu small moment.

The idea of an elite marine strike team or squad could have been good and introduced much earlier in the story with Smoker at the leader, and Tashigi having a real role and showing some real badassery and progress but sadly it wasn't to be.

So far I have struggled to regain my appreciation for One Piece after the disasters that happened during the second half of WCI and Wano. I am trying to have some hope for Elbaf, but I am wary.
What does it matter if Oda groups Luffy with Zoro or Zoro with Sanji? The answer is he does both. Luffy and Zoro when he wants to show the captain with his right-hand man. Zoro and Sanji when he wants to show the top two heavy hitters. Hell, Sanji and Jimbei when he wants to show off the other heavy hitters under Zoro.
So, historically Tou conquers Han and becomes a governor.
However in the manga, do you guys think that Tou's hardest on panel match still has to come with Hara having other plans for him? Maybe we see him in Chu etc.

Kinda funny that a middle aged, bearded, hairy legged bloke HK pulled off the no-trousers look better than Gunko does considering the former was caught while changing in comparison to Gunko's fashion disaster statement. Lel.
