There are two circumstane of aokiji using his freeze. Doflamingo was able to break out of it and it was said jozu only got traped becasue of he let his guard down. If he can do that- making a big ice mountain to trap someone+ perma frost and no one can break out of it, he would be the strongest character as no one can do anything other than gura gura no mi users. Aokiji is not one shotting kaido, Big mom , garp , roger , shanks ,rocks, mihawk etc.
If you believe he can do it to kaido, then he can do it to anyone.

His Ice usage could very well be based on concetration and preparation. When he used Ice Age he needed few seconds to i guess charge it up and release that much energy

Which is backed by the fact when he iced Doffy and WB it was the spurr of a moment with barely any time to prepare.

So if Aokiji could have enough time to release an attack of that size, the one of Ice Age, he could potentially freeze anyone easily

If he is able to do that then he can insta defeat lot of top tiers ever roger/garp and yonko crews becasue of huge aoe. Don't really see that happening tbh.
