Loser here means he admits inferiority to Yonko, but he is Winner compared to rest of world

If you mean compared to the Yonkos I can understand it, but still was not a subordinate but a business partner which is a different thing
If we gotta say the truth Doffy was also scumming Kaido lol, I mean Kaido was selling him well functioning weapons while Doffy was selling him SMILEs which are failures most of the time (aka he was the one gaining more, not Kaido)
He was also suppling WB with bitches and medicals
Being the top dog of the underworld states for itself that you're everything but not a loser, especially when you reached the top of the mountain starting from the base

But i was referring to the relationship between Shichibukai & Yonko Power wise

Hancock & Kuma chose to ignore Yonko completely
Doflamingo & Jinbe chose to co-exist & work with them
Crocodile & Moriah chose to try and beat them

The only loser among the Warlords is Moria. He keep taking L's. He lost to Kaido, the SH pirates, and Blackbeard. Even the WG didn't want him anymore. Every one else is still relevant and feared.

Why would Sanji surpass a guy that stands above yonko level? That's not mandatory, it would require intensive training perpetuated for eons too. Mihawk currently annihilates defenses far more imposing than what the RS can offer. It would take a miracle to build off an RS that can resist to his fury for a while it would seemingly appear.

It’s distinctly not pirate king though. Pirate King refers to the person who finds Raftel, showing how they conquered the seas.
Doffy had no interest in finding Raftel. He wanted supreme power, or rather, the power he believes to be his denied birthright.
The supreme executives are tools, even Law thinks they are nothing more than Doffy’s clownish puppets.
While they are closer to Doffy than most people, someone like Trebol is projecting a great deal of his own desires on Doffy.
