Not a Sanji fan, and I think its alright as long as Oda makes the things right at the end of the arc. Luffy already hyped Sanji by saying he needs to train more to reach Sanji's CoO level so Oda still has a huge respect for the guy.
Just like you that was clearly a joke.
Sanji didnt sense anyone strong which is what luffy thought.

What's even more pathetic about it is that this time he will have to be saved by the woman who was put in danger because of his chivalry back in EL

O: Oops, this one’s from the same person as the last one. This is a good question though, so I’ll answer it. When I drew Sanji vs Kalifa (Chapter 403), some people lauded Sanji’s stance, and some people felt sorry for him. The truth is, I didn’t really want to write those lines. Sanji doesn’t have a “policy” of not kicking women; the truth is that he actually CAN’T kick them. He is a very proud man. I think he was really frustrated at that. think Nami recognized that, and chose to praise him for once. It’s a scene that I hope will resonate with male readers, but everyone’s free to take it as they wish. Also, Zeff is just a man among men.

As Oda states: "Sanji doesn’t have a “policy” of not kicking women; the truth is that he actually CAN’T kick them". The whole line of " I will never kick a woman", is something Oda didnt want to write. Sanji was actually frustrated at not being able to kick Khalifa. So no this isnt Sanji's fault, he did not pick to not help Robin. He literally cant do anything to women. Blame Oda's shitty writing....who keeps on putting Sanji in these situations.

Of course it's shit writing:
-Sanji can outrun them, break the roof and fly away
-Somehow he escaped her web the first time yet somehow he's supposed to be caught here? Why can't he escape again?

It's the same writing that let Toko, a 8yr child outrun Zolo and Brook right to Yasuie's execution in flower capital (that's a lot of distance):

Oda is a horrible writer, he can't come up with anything new.
You can see from his arc structures, they never change.

He has no imagination as to how not let Sanji to the roof
while also not letting him encounter calamity too soon (because he always gets his fight last out of everyone)
or not just beating everyone up, because that would make the raid too easy in the dome

The situation isn't a gag, Not hitting women is part of Sanjis character. Nothing about this Black Maria situation is a gag he's not fawning over her like Kalifa.
