I'd say it's pretty much this.
He likely has the greatest cutting feats in the manga bar none. Through his battles and swordsmanship feats word spread and he became known as the WSS.
This is why I believe someone like Fujitora would never have the right to that title in the first place, he focuses way too less on his actual swordsmanship when it comes to attacks, no matter how strong he is. Bringing meteors down isn't going to spread the legend of how great a swordsman you are. You need to do legendary things with the blade itself (Ryuma cutting a dragon).

This isn't boxing where you win a belt after you line up fighters 1v1. These titles are about your achievements and feats, hence doing "great" things enough so your name echos throughout the seas (like rumours).

No one is going to see Fuji destroying an island with meteors and rubble and think "wow what insane swordsmanship". He will never be recognized without achieving great feats with his blade (AKA cutting feats).

It's possible for him since he's a swordsman, but his options in gaining such a title (simply being strong isn't enough) are much more limited due to what makes him impressive isn't his cutting ability something synonymous with being the strongest and/or greatest swordsman.
Zoro is hell bent on being able to cut anything, Mihawk has the best cutting feats in the manga, Ryuma is known for cutting a dragon, Oden known for cutting Kaidou and the Mountain god. This is an ongoing theme which is clear as day if you weren't so caught up in nonsense.
