given the hype and portrayal Kaido has to be number 1 on the list until proven otherwise even though I dont like it, I think oda is playing around with it to see if hes actually wants to make him top 1 or not
furthermore, meme is a swordsmen whos =to the wsc, confirmed by sengoku, their clash
why does mihawk want to challenge shanks but not meme? maybe she have devil fruit and devil fruits dont count in swordsmen

There's no substantial reason to play around like that, it's simply unlikely.

Zoro questioned Kaido's hype out of the blue even. It's extensively weird that Oda would portray that without a solid rationale driving the choice. It would entail a hole in the plot.

I would put kaido pretty high up but using the WSC thing just feels sketchy

just answer the question, why is someone = to the strongest living being who's >mihawk
whos also a swordsmen, not challenge Mihawk? despite being stronger maybe her devil fruit doesn't count
