It does indicates that Zoro's talking. Why would Zoro huffing and have a cloud bubble if he's not talking? And Kidd doesn't huff or have a cloud bubble or anything like that.

why wouldn't be Drake who is talking while having a little cloud bubble meanwhile Luffy doesn't have it so Luffy isn't huffing because you know he doesn't have a little cloud bubble also the same for drake he didn't say huff

that’s not even huffing. It’s just showing he dodged Luffys attack pretty fast.

Zoro is now huffing with closed mouth, otherwise he would say something what doesn’t matter at all, but you could feel it as a half inch downplay….
