When you think of it from a story perspective it makes sense. BM really went there for Zeus and to kill Luffy. Plus, Nami being broken right away would suck if she fought Ulti. Not saying it's good, it just works with the confines of the story

WCI was supposed to be a short rescue arc but Oda kept adding more and more ideas. He them said that he had to quickly axe WCI as he made it too long. That explains the complete disjointedness and ever changing goals of WCI.

BMP were too big an obstacle for Luffy's little WCI group. The BMP are too big an obstacle for Luffy's little alliance in Wano. Only serious PIS can keep them on the sidelines.

Yes it's obvious that the Big Mom Pirates would have annihilated the alliance in WCI if they weren't restricted and handicapped so heavely, and that the Yonko alliance would have done the same in Wano without just as big if even greater plot armor and PIS to protect the Straw Hat Pirates and their pirates, samurais and mink allies.

In fact the Beast Pirates alone could have destroyed the alliance early in Wano arc if they had done the right thing and searched all of Wano for the Red Scabbards, Luffy's crewmates and the other Supernovas after discovering that Luffy and Law were in Wano and hearing the rumors having the Scabbards or at least after Kaido defeated and imprisonned Luffy.
