Boro Breath covered his face in blood albeit he did a decent job with Ragnarok.

Hiryuu Kaen looks massively more potent than Ragnarok AP wise, Luffy could attempt to tank it in Tankman but I expect Luffy to still more probably end up consistently damaged by it. Let alone more potent attacks Zoro has at disposal by his rich arsenal.

Headcanon. The effect of the attack looks smaller as Luffy's body absorbs most of it. There is no way to prove that Hiryu Kaen was a stronger attack than Ragnarok, let alone 'massively more potent'.
