I would personally say Kid Buu.
But not Buu as a complex of all his forms however.

Kid Buu was just almost an empty guy.

I think every single DB/Z/S/GT villain is pretty empty and shallow
Mannerism matters more than personality to me when it comes to DB villains.
That's why I love Jiren and I find Kid Buu better than Cell

Hit is a really unfortunate character from the fact that he featured as the main antagonist in the most trivial/non serious arc of DBS and then suffered from powerscaling and the writers using him as a hypetool for Jiren.

His design,background and ability are top notch. He could've made a great villain in an extended arc with actual stakes.

Frieza was better, But cell was very cool aswell. Cell should have been the last arc of dbz. Buu lacked personality. Gt and super just suck in general.

Agreed They really had that in FighterZ, if Cell gets revived and have an alliance with Frieza, I can see this happening. Cell will be the Perfect husband and Frieza will be the Tyrannical Emperor Lord wife.
