It was never the case that the top two were introduced with the third as a point of reference for how not just the YC1, but also the YC2 of that crew is that much stronger, and that much more comparable to the YC1.
Only Queen received this special treatment
Nerfed Sanji with us being told that his body was damaged pre Gin and Vergo, as for his encounter with Kaku, for the first time he ran into the CP9 pre EL Sanji didn't really do bad
He nearly broke Blueno's Tekkai and impressed Kaku making him warn Blueno that Sanji must be a Main Fighter of the crew ( canon label that goes against the "just a cook" memes btw
).
That's more than most SH's managed to do against the CP9 before we got the EL proper. Like we've seen Zoro vs Kaku as well in a similar manner
And it's not like he did any better

But it is an excuse when it's actually written into the story that he's forced to allow his body to get injured prior to those fights ?
That's literally Oda giving an escuse for why Sanji would be in a tough spot, so that he can write the narrative of those arcs where he's not meant to defeat Gin in a direct confrontation but through his beliefs, and Vergo is meant to be Law's opponent so he can't be allowed to face a fresh Sanji and lose to him
If the narrative is that Sanji is too weak, there's no need to injure him prior, but just play out a fresh Sanji losing to those people.

The assumption that Sanji is going take Momo from someone already protecting him (Yamato) after HE LITERALLY passes him off to Shinobu, and the assumption that King is actually going to go after Momo himself when he's literally been telling everyone else to do it is just that, a big fucking assumption.
This is like using the concept of Kaku kicking Sanji as grounds for them to fight later, because all he does is kick and use Rankyaku for 40 chapters until his fight with Zoro.
Funny enough, you saying he shouldn't let the samurai die means that he should be going to protect Inu from Jack so
